Job Summary
We are seeking an experienced Manager – Tendering, Costing & Estimation with strong expertise in Railway Electrification (OHE) and Electrical Infrastructure projects. The role involves managing the complete tendering lifecycle including opportunity tracking, cost estimation, techno-commercial bid preparation, risk analysis, and coordination with internal stakeholders.
The ideal candidate should have hands-on experience with Railway OHE projects, EPC tendering, and government procurement processes involving Indian Railways, RVNL, DFCCIL, and other railway PSUs.

Key Responsibilities
Tender Identification & Opportunity Tracking
Monitor tender portals and railway PSU websites such as:
IREPS
GeM
CPPP
Railway PSU portals
Identify opportunities related to:
Railway OHE Electrification
Traction Substations (TSS)
Electrical Infrastructure
Railway EPC Projects
Conduct Bid / No-Bid analysis based on technical capability, competition, and profitability.
Tender Preparation & Submission
Prepare and manage techno-commercial bids including:
Technical proposals
Compliance statements
BOQ analysis
Cost estimates and pricing
Financial bid submissions
Ensure compliance with railway specifications and tender eligibility requirements.
Coordinate with engineering, finance, procurement, and project teams.
Participate in pre-bid meetings and handle technical clarifications.
Costing & Estimation
Prepare detailed cost estimates for Railway OHE and electrical infrastructure projects.
Develop:
Material costing
Labour costing
Equipment costing
Subcontractor costing
Logistics and overhead costing
Conduct:
Rate analysis
Price benchmarking
Margin analysis
Risk-based costing
Maintain historical cost databases and estimation benchmarks.
Improve bid competitiveness while maintaining profitability.
Technical Tender Support
Review specifications related to:
OHE systems
Traction power supply systems
Railway electrification standards
Electrical equipment
Coordinate with engineering teams for:
Quantity take-offs
Technical inputs
Design coordination
Post-Bid & Pre-Execution Support
Support execution teams during project handover after award.
Assist with:
Budget finalization
Cost baseline preparation
Vendor finalization
Change order and variation costing
Vendor & Partner Coordination
Coordinate with vendors and subcontractors for budgetary quotations.
Support JV / Consortium costing and partner coordination when required.
Preferred for Startup Environment
Ability to build tendering and estimation systems from scratch

Educational Qualification
B.E. / B.Tech in Electrical Engineering (Preferred)
MBA / PG Diploma in Project Management / Finance / Contracts (Preferred)
Experience Required
2–10 years of experience in Railway Electrification / OHE Tendering & Estimation
Experience with EPC contractors or railway infrastructure companies preferred
Exposure to projects executed for RITES, IRCON, RailTel, RVNL, DFCCIL, or similar organizations will be an advantage
