About the Role
We are seeking an experienced Planning & Cost Control Manager with a strong Civil Engineering background to oversee project planning, scheduling, budgeting, and cost management activities for large-scale industrial/manufacturing projects in Congo.
The ideal candidate should possess strong expertise in project controls, cost analysis, scheduling, earned value management, and stakeholder coordination within a site-based industrial environment.
Experience Requirements:
Key Responsibilities
Project Planning & Scheduling
Develop, monitor, and maintain detailed project schedules using Primavera P6 and MS Project
Establish project baselines, work breakdown structures (WBS), and scheduling frameworks
Track project progress and ensure alignment with approved timelines
Identify scheduling risks, delays, and resource constraints proactively
Recommend corrective actions to maintain project delivery schedules
Cost Control & Budget Management
Develop and implement cost control systems across all project phases
Monitor project budgets, expenditures, forecasts, and cash flow
Prepare cost reports, variance analyses, and financial progress updates for management
Lead Earned Value Management (EVM) processes and reporting
Ensure cost efficiency and budget compliance throughout project execution
Contract & Change Management
Review contractor and subcontractor progress claims and invoices
Manage project change control processes including scope changes and variations
Evaluate cost and schedule impacts related to project modifications
Support commercial and contractual discussions when required
Coordination & Reporting
Coordinate closely with Project Managers, Procurement, Finance, and Site Teams
Prepare weekly and monthly progress reports for senior management
Ensure alignment between operational execution and project planning objectives
Maintain accurate project documentation and reporting systems
Team Leadership
Lead and mentor planning and cost engineering teams on-site
Provide guidance on project controls best practices
Support capability development and team performance improvement
Requirements
Bachelor’s Degree in Civil Engineering (Mandatory)
Minimum 10 years of experience in Planning & Cost Control
Strong experience in industrial, manufacturing, EPC, or infrastructure projects
Proficiency in Primavera P6, MS Project, and Advanced Excel
Strong knowledge of:
Earned Value Management (EVM)
Work Breakdown Structure (WBS)
Baseline Planning & Cost Tracking
Experience in contractor management and project reporting
Excellent analytical, communication, and stakeholder management skills
Ability to work independently in remote or challenging site environments
Prior Africa or expatriate project experience will be an added advantage
